Any nation or person with 1940ish tech levels could make such a weapon.
The problem as I see it is getting it to the target.
But the real damage will be to the unhardened civilian or general population
sector. Consider the PC or Mac on the desk tops we are using
They are not going to "live" through an attack of this sort.
