No need to shout.

I try to remind myself, when hearing of such episodes, about how people 
speak and choose their words, and recognize that many speak to express an 
emotion that may not match their vocabulary.

Many around the world may feel the US history of policies have contributed 
to unhappy conditions, and such conditions act as "breeding grounds" for 
radicals, and thus, by extension, some fanatical elements have struck at 
America.  This is not to say that America "deserved" the attack, or that 
the otherwise innocent victims are "at fault".  But not everyone is as 
articulate and diplomatic in constructing their statements.

Let actions speak louder than words.
